“Heating and cooling represent more than 45% of the EU final energy consumption. It is essential to increase the energy efficiency of heating and cooling systems and the thermal performance of the housing stock in the EU. Article 5 of the Energy Efficiency Directive should cover all publicly owned and occupied buildings and a target should be expressed in an yearly percentage of an energy efficiency improvement to be achieved by different types of energy efficiency actions including deep renovation, actions on the energy systems from new heating and cooling systems to day-to-day operation, monitoring, maintenance and users behaviour”.
